In March 2020, the Qatar Supreme Committee for Delivery & Legacy published its 5th annual report on worker welfare on projects for the 2022 FIFA World Cup. The report covers the period from February to December 2019. During the reporting period, the deaths of nine workers occurred both on and off project sites. The Committee states that it investigated each death but describes each as "non-work related", a term disputed by human rights NGOs and activists who point to the workers' alleged poor and harsh working conditions and the seeming full health of the deceased workers in their criticism.
