US State Department develops guidance on export of surveillance technology

Following public consultation, the US Department of State has issued human rights guidance relating to the export of surveillance technologies. The guidance is intended for US businesses who sell products or services with surveillance capabilities. While not imposing legal requirements, the guidance is designed to help businesses to carry out human rights due diligence in reviewing transactions, to prevent the misuse of their products by foreign government end-users to commit human rights abuses.
