Philippines: Memorandum of agreement on Kaliwa Dam project contravenes laws on free, prior and informed consent, rights group alleged

The Legal Rights and Natural Resources Center (LRC) released a statement concerning the signing of a memorandum of agreement (MOA) for the Kaliwa Dam project that was facilitated by the Metropolitan Waterworks Sewerage Systems (MWSS). The statement alleged that “[t]he signing of the MOA contravened laws governing the free, prior and informed consent (FPIC) of Indigenous peoples.” Further, the statement alleged that “members of the military were present during the signing. While no use of force was reported, the presence of the military nevertheless sowed fear in the hearts of the community.”
