Costa Rica: Activists take CHEC to the Constitutional Court over construction of wildlife crossings on Route 32

More than 1,200 wild animals die every year along Route 32, according to studies dating back a decade. That hyperbolic reality and the perennial inaction of the authorities led civil society activists to embark on a long struggle to enforce the law and the Constitution with the construction of wildlife crossings, both underground and overhead.... Ruta 32 crosses nine protected areas, including seven biological corridors and several protected wildlife areas (ASP), such as the Braulio Carrillo National Park...The lack of business and political will to comply with the correct investment in wildlife crossings took the issue to the Constitutional Court, which ended up agreeing with the activists. At one point, authorities of the National Roads Council (Conavi) and the company CHEC, concessionaire of the road extension works, even tried to have the construction of culverts and rainwater solutions considered as subways...The activist told how in 2020 she verified on her own that CHEC did not comply with the construction of wildlife crossings, as required by the environmental impact assessment (EsIA)...
