Kambarata HPP-2: Where did the millions go? 02 May 2014

[Translation provided by Business & Human Rights Resource Centre]

The Prosecutor General's Office will form a group for investigating the facts of financial fraud during the construction of the Kambarata HPP-2.

Previously, five cases had been initiated on the facts of misuse of funds, but none of the high-ranking officials was ever prosecuted.

In 2010 the Accounts Chamber conducted an inspection of the construction of the Kambarata-2 HPP and found a number of financial violations. For example, blasting works for the construction of the earthfill dam was estimated at 347 million more than its actual cost. And the price of previously imported metal and concrete structures was overstated by 285 million soms. In this regard, the Prosecutor General's Office opened five criminal cases under such articles as misappropriation of state property and embezzlement.

Minister of Energy and Industry Osmonbek Artykbaev was indignant that none of the cases had been completed...

The press center of the Prosecutor General's Office said that a group will be created to investigate previously initiated cases. However, the names of the defendants in the criminal cases were not made public.
