Amnesty International publie ce mercredi 5 avril un nouveau rapport qui dénonce une opération secrète ayant consisté à arrêter ou enlever des personnes pour ensuite les transférer et les détenir de façon secrète ou les envoyer dans des pays où elles ont été soumises à des actes de torture et à d’autres mauvais traitements. Le rapport montre que la Central Intelligence Agency (CIA, Services de renseignements) a utilisé des compagnies d’aviation privées et des sociétés écrans pour garder le secret sur ces vols à des fins de «restitution».

CIA-front companies...The CIA rendition programme has relied on private planes contracted from companies listed as private air charter services. In some cases, these are CIA front companies that exist only on paper. [raises concerns about alleged involvement by: Southern Air, Kalitta Air, Evergreen International Airways, Tepper Aviation, Premier Executive Transport, Stevens Express Leasing, Devon Holding, Keeler and Tate Management, Bayard Foreign Marketing, Aero Contractors, Pegasus Technologies, Richmor Aviation] It is...the case that the number of flights carried out by the planes identified for monitoring in this report have fallen over the last year. This does not necessarily indicate that renditions are not being carried out, but that companies and aircraft previously involved in the programme are being replaced, making the rendition programme increasingly difficult to monitor...
Companies and aircraft...Amnesty International and TransArms have compiled a list of companies likely to have had some level of involvement in renditions and other covert operations. This includes the owners or operators of aircraft that have been detected in known cases of rendition or in other CIA operations, as well as some of the companies – believed to be intelligence-linked – that are mentioned in both the US Army Aeronautical Service Agency’s worldwide landing permits and in US DoD fuelling contracts...[An indication of] a shifting landscape in the world of front companies is the current list of companies with a Civil Aircraft Landing Permit (CALP) that authorizes them to land on US military bases worldwide. The 10 companies that currently hold such certificates are listed below, but equally important are those that are no longer listed. Notably absent from the 2006 list are some of the companies with the most widely and frequently reported rendition links: Aeromet, Inc; Devon Holding and Leasing, Inc; Premier Executive Transport Services, Inc; Rapid Air Trans; Raython Aircraft Company; Richmor Aviation, Inc; Stevens Express Leasing, Inc; and Tepper Aviation, Inc. The permits of all of these companies expired in 2005 and none has been renewed...[List of private companies with current permits to land in US military bases worldwide: Centurion Aviation Services, Evergreen International Airlines, Falcon Air Express, Gemini Air Cargo, Omni Air International, Orbital Sciences Corporation, Phoenix Air Group, Polar Air Cargo, Ryan International Airlines, Southern Air. USA: Front companies used in secret flights to torture and "disappearance"

Amnesty International today released a new report which exposes a covert operation whereby people have been arrested or abducted, transferred and held in secret or handed over to countries where they have faced torture and other ill-treatment...The report...lists private airlines with permission to land at US military bases worldwide...[and] details the destinations and ownership of specific aircraft linked to people interviewed by Amnesty International who have been transferred illegally...Amnesty International cautioned that states that tolerate these flights landing on their territory and companies that carry them out, may find themselves complicit in serious human rights abuses...Amnesty International called on the aviation sector to take specific and immediate action to ensure that aviation companies do not lease their aircraft in circumstances in which they may be used in renditions. The onus is on companies to ensure that they are aware of the end use of any aircraft they lease or operate and that they do not facilitate human rights violations.

Amnistía Internacional ha publicado un nuevo informe que revela una operación secreta por medio de la cual se ha detenido o secuestrado a personas a quienes se ha mantenido recluidas en secreto o se ha entregado a países donde corrían peligro de ser torturadas o maltratadas. El informe describe cómo la CIA ha utilizado a operadores de aeronaves privadas y a empresas "tapadera" con el objetivo de mantener el secreto de los vuelos para realizar "entregas extraordinarias". El informe "Fuera del radar: Vuelos secretos a la tortura y la 'desaparición'"...ofrece una lista de aerolíneas privadas con permiso para aterrizar en las bases militares estadounidenses de todo el mundo...Se trata de vuelos realizados por aviones al parecer operados permanentemente por la CIA a través de empresas "tapadera"...Los registros de vuelo analizados por Amnistía Internacional muestran que desde 2001 en al menos 25 ocasiones se ha producido el paso y aterrizaje de aviones de la CIA por territorio español...AI pide al sector de la aviación que tome medidas concretas e inmediatas para garantizar que las compañías aéreas no fletan sus aviones cuando éstos pueden ser utilizados para "entregas extraordinarias".
