Angolan Blood Diamonds: The Role of the European Union and the Kimberley Process [Angola]

None of the companies responded] The text below is...Mr. Rafael Marques' presentation delivered at the European Parliament Subcommittee on Human Rights...on April 24...I start by showing you a series of images of the latest victim of violence in Cuango, which is one of the main centres of the mining industry within the Lundas region. Private security guards of Bicuar, at the service of diamond company Sociedade Mineira do Cuango, shot dead…Kazumiri Wanga, on April 20…This murderous act is part of a routine of systematic human rights abuses in Angola's diamond fields. In 2011, I wrote a report that detailed the abuses committed by the military and a private security company Teleservice, previously employed by Sociedade Mineira do Cuango, involving the torture of more than 500 victims and the killing of more than 100 people…the presidential family, generals and the current CEO of the national diamond company Endiama, António Carlos Sumbula, have been enriching themselves by buying diamonds from such illegal miners…The instrument available for protection of the local communities in the Lundas, and which European diplomacy could bring to bear upon the Angolan authorities is the Kimberley certification scheme…No KP [Kimberley certification] inspection team ever has set foot in Cuango…The EU must demand that an investigative team including European experts, unattached to the diamond industry, be sent to the Lundas, and conduct an extensive enquiry, including one-on-one interviews with the surviving victims, local NGO's and activists…The Kimberley Process appears to have lost touch with its mission to ensure that blood diamonds don't make their way to consumers…[Business & Human Rights Resource Centre invited Teleservice, Endiama and Sociedade Mineira do Cuango to respond. Another Diamond Digger Shot Dead in Cuango [Angola]

[Business & Human Rights Resource Centre invited Teleservice, Endiama and Sociedade Mineira do Cuango to respond. None of the companies responded] Guards from the private security company Bicuar shot dead Kazimiru Wanga…a diamond digger, on April 20…in the northeast of Angola…[when he] was diving for diamonds on the riverbed…Amado Nduji…was working [with him]…when they were accosted by the group of Bicuar guards. According to his testimony…the very same guards had made an arrangement with the diggers, allowing them to pan for diamonds in that area, in exchange for a percentage of the value of any stones found there…In March 2012, Bicuar took over from another company – Teleservice – to provide security services for Sociedade Mineira do Cuango…[T]he victim’s family and colleagues reported the incident to the National Police in Cafunfo, who arrested seven Bicuar guards. According to information gathered in the area, police authorities released five of the suspects after questioning...In September 2012, another digger was shot dead by Bicuar guards.

Com “o alto patrocínio do Presidente e do chefe da Casa de Segurança da Presidência"...Em investigação publicada esta semana...no Maka Angola, Marques afirma que Sumbula está no negócio directo com garimpeiros, através da empresa Mi Diamond, Limitada, criada em 2006...Detem 99 por cento da empresa...A empresa estabeleceu-se nas Lundas através de uma parceria com a Sodiam, empresa detida pela Endiama em 99 porcento, que tem direito de exclusividade na venda de diamantes. “É ilegal a parceria entre a Sodiam e a Mi Diamond...”, afirma Marques. A lei proíbe os gestores públicos de fazerem negócios privados com o Estado para enriquecimento pessoal...O Corpo de Segurança de Diamantes, que emite as credenciais dos compradores da Sodiam e da Mi Diamond, não fiscaliza a acção destes...A prática também viola o Sistema de Certificação de Kimberley, que exige o registo de todas as transacções de diamantes desde a origem...“No Cuango, a Sociedade Mineira do Cuango, no qual a Lumanhe é detentora de 21 por cento das acções, os seus sócios e gestores são responsáveis por graves violações dos direitos humanos contra garimpeiros e membros das comunidades locais, incluindo homicídios, tortura e expropriação coerciva de terras aráveis”, afirma Marques...[O Centro de Informação sobre Empresas e Direitos Humanos convidou a Teleservice, Endiama e Sociedade Mineira do Cuango para responder às alegações.
