Report on accident at Guneshli oil field platform that resulted in 12 dead, 19 missing & 32 injured

"Evaluation on fire at stationary deep sea platform No.10 in “Guneshli” field of State Oil Company of Azerbaijan Republic on December 4, 2015", January 2016

There are 13 offshore platforms in “Guneshli” fileld which belongs to 28 May Oil and Gas Production of State Oil Company of Azerbaijan Republic (SOCAR)...While looking at the chronicle of the accidents in the offshore oil production platforms in recent years in Azerbaijan, there was no such serious incident which took place on December 4, 2015. Severe weather conditions and a strong hurricane took the lives of 12 employees, 19 employees were missing, and 32 people were injured...Safety rules were seriously violated. According to Annex 2 of the Labor Code of Azerbaijan Republic delivery of the majority of workers on the platform shall be deferred, maintenance and construction work shall be stopped in stormy weather. Directly reposnible are heads of “28 May” OGPD, Complex Drilling Trust, Transportaion Department, Caspian Catering Service and etc. During the rescue oil workers were not given proper instructions. There were contrasting opinions about the quality of the boats...serious study is needed with the participation of civil society...The injured workers have not been provided with financial assistance. On the contrary, the salaries have been cut because of non working days due to the accident.

"ACTUAL CONDITIONS: On the assessment of fire accident happened on December 4, 2015 in Deep Sea Platform No. 10 of Guneshli Oilfield owned by SOCAR"

...Labor Safety and Production Discipline Procedures was not violated on the deep sea platform no 10 of Guneshli oilfield. According to the requirements of Labor Code of Azerbaijan Republic and “Rules on construction and classification of floating drilling facilities and offshore platforms” (2012) Works in the open air was suspended related to severe weather condition. But according to the same regulations, wind velocity at 45 m/sec and wave height up to 13 m shall be considered as an ordinary weather condition for Caspian Sea and prior evacuation of workers is not considered (please see the attached “Azneft” Production Union’s letter and e-mail/telegram...The information that BP had evacuated its workers from the platform on the accident day is not true. The response to our letter submitted to BP confirms this fact...See attached letter...After the accident, several members of the press who intended to investigate the reasons of this tragedy pointed out the bad quality of the rescue boats on the platform as a possible version. However, this information is not based on any official or reliable source...[B]enefits to the workers who suffered from temporary loss of ability to work as a result of accident in deep sea platform no 10 during the natural disaster were paid according to the “Regulations on calculation and payment of compulsory state social insurance payments and benefits on the account of employers to the workers for temporary disability”

OWPRO rejoinder to SOCAR response

Yesterday (11.03.16) we got a response from SOCAR to our assessment developed by organization experts and presented to the public in connection with the accident at the platform 10 in Guneshli oil field. In general, the preparation of the response document to this assessment by SOCAR which is always indifferent to the requests of NGOs is estimable.  It should be noted that, of course, SOCAR would not have to answer to local non-governmental organizations (practice shows), but the reason for their response was our report to be placed on the web-site of "Business and Human Rights Resource Centre”, and the response of the center written to the company.
