Beijing urges citizens to save energy

China has added another front to its flailing campaign to cut energy use and pollution, calling on "every citizen and family" to take action to confront what the government says is an increasingly grim outlook...But it is not clear that individual conservation will help, as surging power demand has been driven by a huge expansion in energy intensive heavy industries, such as steel, construction, aluminium and chemicals. The by-product of the continuing dominance of heavy industry is ever-increasing reliance on dirty coal and a surge in greenhouse gas emissions...The government has issued formal instructions to 1,000 large state enterprises asking how they will save energy and cut pollution.
