In September 2011...the United Nations Human Rights Council...President is to appoint five independent human rights experts to serve as the newly established Working Group on...[business &] human rights...[We] urge governments, non-governmental organisations (NGOs), National Human Rights Institutions and others...to advertise these vacancies widely and to use this checklist to identify eligible candidates...In addition, we urge governments to call publicly for candidates....and to consult civil society nationally, before nominating candidates...The deadline for receipt of nominations is 31 July 2011...CHECKLIST:
1. Independence; impartiality; personal integrity and objectivity...
2. Qualifications: relevant educational qualifications or equivalent professional experience in the field of human rights...
3. Relevant expertise: knowledge of international human rights instruments, norms and principles
4...nationally, regionally or internationally recognised competence related to human rights...
5. Flexibility/readiness and availability of time to perform effectively the functions of the mandate

Special Procedures - Nomination, Selection and Appointment of Mandate Holders

- Application procedure, including new form and motivation letter:...An updated information note on selection and appointment of special procedure mandate holders and a web-based application procedure, along with a new application form...are accessible through this web page...
The Consultative Group...submits to the President, ‘at least one month before the beginning of the session in which the Council would consider the selection of mandate holders, a list of candidates who possess the highest qualifications for the mandates in question and meet the general criteria and particular requirements'. The list of recommendations will be made available on the Human Rights Council Extranet.
