Chile: Full text of Natl. Action Plan on business & human rights released

“National Action Plan on Business and Human Rights Chile”

This Action Plan is a first effort to imbed the Principles within the national reality, in line with the international commitment made by Chile regarding this matter. It aims at throwing a light upon what is understood by human rights in a business environment and is also a platform to identify, prevent, address, mitigate and redress pair the adverse impact that business enterprises may cause during their activities…Furthermore, who hope it becomes a tool to promote knowledge and foster new opportunities to gather among stakeholders by facilitating the road to encourage a culture of respect for human rights in the business industry….The above is consistent with the need to promote in our country a robust and competitive business environment, which is ready to face global challenges. Busca aportar claridad respecto a lo que se entiende por derechos humanos en el ámbito empresarial y constituye, además, una plataforma para identificar, prevenir, abordar, mitigar y reparar los impactos adversos que pueden generar las empresas al realizar sus actividades. Asimismo, esperamos que sea una herramienta para generar conocimiento propiciar nuevas instancias de encuentro entre actores, facilitando el camino para potenciar una cultura de respeto a los derechos humanos en el sector empresarial...

John Ruggie delivers keynote address at launch of Chile's National Action Plan

The launch of Chile’s National Action Plan to implement the UN Guiding Principles on Business and Human Rights... marks an important occasion for Chile, and for the business and human rights agenda world-wide... For its first three-year phase, the Plan places heavy emphasis on raising awareness and building capacity... Social dialogue with indigenous communities, particularly in the mining sector, is also stressed... The Plan [also] explicitly links action on the Guiding Principles and the Sustainable Development Goals... [and] also includes what might be described as pilot projects. Among them is a human rights impact assessment by the National Petroleum Company, an initiative focused on small and-medium sized enterprises, and links between banking institutions and cooperatives. At this stage, the Plan does not include legislative or regulatory measures. On access to justice, it calls for a study by the Supreme Court on legal and practical impediments.

…El Plan busca implementar a nivel nacional los tres principios rectores sobre Derechos Humanos y Empresas: El deber del Estado de proteger a sus ciudadanos frente a los abusos de derechos humanos por parte de terceros, incluidas las empresas; la obligación de las empresas de respetar los derechos humanos; y la necesidad de mejorar el acceso de las víctimas de abusos a sus derechos a reparación efectiva (deber de Estado y empresa)…El Plan se estructura en base a los tres pilares de los Principios Rectores, y dentro de cada pilar se establecieron ejes de acuerdo a los temas que surgieron en los diálogos previos a su elaboración. Así, el Plan está compuesto por 159 compromisos concretos de 17 instituciones públicas y otros actores y entre sus características fundamentales es que constituye una co-construcción en base a compromisos adoptados por diversas instituciones…
