中国已经…越来越多地意识到,自愿性可持续标准是构成竞争力、企业社会责任以及低碳、节能发展新模式的基本要素。…[中国]市场发展繁荣,高端消费者对优质食品和其他商品的需求不断增加…都呼吁着产品认证和质量追溯服务的出现。…工业和信息化部(MIIT)以及国家发改委(NDRC)等几个部门…出台了绿色采购和消费的官方指南,但将这些文件付诸实践的具体行动计划仍然缺失,这就给国际自愿性可持续标准填补这一缺口留出了一定空间…

…中国在基础设施建设、工程和制造部门拥有一定比较优势,且正在大力推动国际产能合作,…需要担任起领头羊的角色…这非常契合“一带一路”“愿景与行动”文件的宗旨。…企业应该和国家开发银行以及中国进出口银行合作,以现有的最佳实践为基础,摸索出一套指导可持续基础设施建设的共同行为准则。与此同时,亚洲基础设施投资银行(AIIB)以及金砖国家新开发银行等新兴多边金融机构也应优先考虑投资遵守此行为准则的项目。…最为突出的[挑战]可能是不同地区标准的执行问题…尽管挑战重重…近年来国际可持续标准团体和中国政府之间的合作已经有所加深….

Chinese companies need “code of conduct” overseas

China…has increasingly realised the role of voluntary sustainability standards as essential elements of competitiveness, corporate social responsibility and new modes of low-carbon, resource-light prosperity...Although several governmental departments such as Ministry of Industry and Information Technology (MIIT) and National Development and Reform Commission (NDRC) have issued official guidelines for green procurement and consumption, there is a lack of action plans to put these into practice, which leaves some room for international voluntary sustainability standards to fill in the gap.

…Considering the existing voluntary sustainability standards are mainly focused on forest, agricultural or fishery products, China needs to take the lead in setting a common code of conduct for sustainable development in the infrastructure sector too…This would fit well into the [Belt and Road] initiative’s Vision and Actions.…Existing international standards relevant to infrastructure such as the Equator Principles have yet to be widely accepted by Chinese companies and banks...

Despite…challenges [such as enforcing standards in different local contexts, low consumer awareness of sustainability in China and so on], it is encouraging that cooperation between international sustainability standards bodies and the Chinese government has deepened in recent years.
