China: Anji Federation of Trade Unions pushes for 'Double Direct Elections' of Local Trade Union Chairmen

'Anji Federation of Trade Unions Pushes for Direct Elections of Local Trade Union Chairmen', 7 August 2015

'This mode of “double direct elections” has enabled the workers to elect the trade union chairmen according to their own wished,’ says Li Xingang excitedly, who has just voted in the election.

Recently, the Anji Federation of Trade Unions (AFTU), Zhejiang Province, has provided guidance for the standard procedures for ‘double direct elections’, taking the Global Furniture (Zhejiang) Co., Ltd. - which was holding a trade union representative assembly - as a case to illustrate the whole process to elect a reliable trade union chairman. The AFTU has also invited trade union chairmen from 15 towns and over 30 non-state-owned enterprises to observe at the event.

It has been reported that before the assembly, the AFTU helped the company in defining the agenda of the meeting as well as the way to select representatives; it has also offered revision advice on the ‘double direct elections’ plan and requested that the opinions of all the union members should be respected. The so-called ‘double direct elections’ means that before the assembly, eight trade union committees would be elected in an election open to all the workshops; after that, at the assembly, a new seven-member trade union committee and a new chairman would be elected and announced by 120 representatives who attend the meeting. Zhang Weifeng, who was elected to be the chairman with 112 votes, said, ‘Thank you very much for your support. I am elected by you and hence I won’t let you down. I would try my best to be a trustworthy man for the workers’.

According to a person in charge from the AFTU, in order to solve the problem of the boss deciding candidates for trade unions in non-state-owned enterprises, this year, the AFTU suggests that local trade union chairmen and committees be elected directly by union members, so as to push for the popularisation, democratisation and legalisation of trade unions. This appeal has won support from workers. Wu Meiying, one of the workers, said, ‘The chairman elected by ourselves can better protect workers’ rights and encourage workers to work harder’. 

After the election, the AFTU concluded that the procedures of the meeting was normative and the agendas were reasonable, setting a good model for trade unions of non-state-owned enterprises. The AFTU thus requested that trade unions learned from this experience. Meanwhile, the whole election process would be made into a video to be spread to the whole county.

Democratic union election in Guangdong has attracted a lot of attention and has been regarded as the direction of the trade union reform in China. It is a joint result of the bottom-up labour movement, and the need to reform from the above. It is also attributable to the industrial upgrade of Guangdong. Although some factories in Guangdong have successfully rolled out democratic union election, democratic union elections still face many obstacles, such as the strong power of capital, workers’ lack of maturity, the out-dated mind-sets of local officials, and the passive attitudes of upper-level union officials. All these factors are likely to hinder the trade union reform in China…

But Guangdong’s campaign this year has breathed new life into the static democratic union movement. Firstly, this is the first time that the highest-level officials affirmed the role of democratic unions and urged all the factories in the province to have democratically elected unions…Secondly, Guangdong maintains a good consistency in carrying out democratic union elections…In 2014, the Guangdong Federation of Trade Unions announced the plan to have all union chairmen democratically elected in Guangdong in the next five years…

China: Guangdong launches democratic trade union elections but representativeness of new unions need to be ensured

‘Guangzhou factory workers get their trade union but keep their feet on the ground', 16 July 2014

It took nearly three months of relentless effort by around a hundred workers at the Japanese-owned Sumida electronics factory in southern Guangzhou but, on 10 July 2014, the factory held its first ever democratic trade union election…The election was undoubtedly a victory for the workers but no one was getting too carried away…

The ACFTU, the world’s largest trade union, has traditionally set up factory branches in a top-down manner, negotiating with factory owners and managers but largely ignoring the workers. And this was indeed the initial response of the officials at the local sub-district (街道) union when the Sumida workers first approached them in April…

The official media then reported on 2 July, that the Guangdong Federation of Trade Unions plans to make democratic trade union elections universal across the province’s enterprises within five years. However, having a democratic trade union election is just the start of a long process…As Han Dongfang [China Labour Bulletin] points out:...The next, more important, step is to make sure the elected union will represent workers and bargain for wages and benefits on the workers' behalf.
