Dept for International Development [UK] statement

Funds will be provided by mining companies, USAID and DFID and used to finance basic health and education services, improve the government of Katanga's ability to collect mining taxes and promote transparency in the mining sector in Katanga. The suggestion that we are somehow subsidising mining companies is a complete misunderstanding of how this partnership will work... The UK has and will continue to press for justice for the people of Kilwa. We have raised the issue on numerous occasions with senior Anvil staff, international and DRC NGOs, and the Congolese authorities, including with the DRC Minister of Human Rights. Our proposed partnership with mining companies is based on real evidence of their willingness to make a positive contribution to improving corporate standards.
