The LI [Lahmeyer International] paper states that the increase in power generation capacity is "most urgently needed to create new jobs for millions of people"...Affected communities need to be the first beneficiaries of a project. This is particularly true for large, high risk projects such as the Merowe Dam. As we have elaborated in our report, the communities that have already been resettled have faced a rapid decline in their standard of living.

Timeline
