Government Sector Programme Manager at PeaceNexus Foundation

PeaceNexus (www.peacenexus.org) is an operational and grant-making foundation based in Switzerland. Its core mission is to provide peacebuilding actors – multilateral organisations, governments, civil society organisations and businesses – with expertise and advice to make the best use of their peacebuilding potential. Its tailored advisory services are complemented by a grant mechanism that supports innovative ideas and organisational development for agents of change.

The Government Programme provides expertise to strengthen selected International Organisations and governmental agencies. Current partners include the UN Peacebuilding Support Office, the EU Division on Peacebuilding and Conflict Prevention and the Secretariat of the g7+. PeaceNexus provides tailored expertise to agents of change within these organisations to improve organisational systems and capacities. Future partnerships with national governmental actors will be developed in the organisation’s focus regions of the Balkans, Central Asia, South East Asia and West Africa/Sahel. PeaceNexus is looking for a visionary pragmatist interested in shaping a growing programme and organisation.

RESPONSIBILITIES AND TASKS

 1. Programme development

The programme manager will be responsible for supervising the implementation of projects with selected international partners and for identifying new projects with national governmental partners in priority regions. S/he will be responsible for developing programme strategies and plans that contribute to organisational objectives under the strategic guidance of the executive director, and will report on progress to the Governing Board.

2. Project management

The Programme Manager will be responsible for managing a number of projects within the programme portfolio. This involves: partner assessments, project co-design, selection of consultants, drafting Terms of Reference, accompanying project implementation, reviewing progress and adapting plans as necessary. S/he will work closely with, and provide support to, the expert consultants that lead on project implementation and will also play an active role in implementing new projects.

3. Contribute to the development of new country programmes 

PeaceNexus plays a direct ‘nexus’ role in promoting multi-stakeholder collaboration in response to peacebuilding challenges. For example, in Myanmar PeaceNexus works with the government, armed groups and small businesses to promote community development. The programme manager will assess and contribute to other cross-sectoral initiatives in priority regions.

CORE COMPETENCES REQUIRED

Understanding of conflict and knowledge of peacebuilding practice
Relevant education and training (Master’s degree) in a relevant field. Demonstrated competence in political/conflict analysis and knowledge of current policy debates and programming practice related to political transitions, statebuilding and peacebuilding.

Relevant experience of international organisations and government engagement in peacebuilding
A minimum of 8 years’ experience in political affairs, peacebuilding, governance or development, including at least 2 years’ experience working in a conflict-affected context.

Project management
A strong track record in project management, including with research, multi-stakeholder dialogue and/or organisational capacity building projects. Good knowledge of monitoring and evaluation.

Communications
Strong inter-personal and communication skills in English and French. Ability to write analytically and concisely and to give clear presentations. Demonstrated process facilitation skills.

ADDITIONAL DESIRABLE EXPERIENCE

- Experience in working as a consultant
Experience in working as a consultant for governmental or International Organisational clients.

- Knowledge of one or more of PeaceNexus priority regions
Previous work experience in one or more of PeaceNexus priority regions.

- Knowledge of and interest in organisational development and change management

Relevant training and experience with organisational development change processes.
