The objective of this text is to lay the foundation for a voluntary business code of conduct based on the Voluntary Principles on Security and Human Rights created...for companies in the extractive sector (oil, gas and mining). The idea is to design a code/guideline drawing on this experience and that is adapted for other industries...The code should contain practical guides that help them deal with the complexities typically found in countries or locations where democratic governance has not been fully consolidated or where armed and social conflicts are ongoing...A code for companies in the sector that operate in zones of active armed conflict or fragile governability could contain the following elements:
- Risk and impact assessment guidelines.
- Security guidelines.
- Non-payment of extortion.
- Human rights and transparency guidelines.
- Promotion of security standards for unionized labor.
- Concrete commitments by governments participating in the process.

El objetivo de este texto es sentar las bases para un código de conducta empresarial y voluntario inspirado en el que ya existe desde el año 2000 para las multinacionales de petróleo, minas y gas, llamado Principios Voluntarios en Seguridad y Derechos Humanos. La propuesta concreta es diseñar y adaptar un código paralelo para otras industrias...El código deberá contener guías prácticas que le ayuden a las empresas a sortear las complejidades propias de zonas donde la gobernabilidad democrática no se ha consolidado del todo o que tienen conflictos armados...Un código para multinacionales y empresas domésticas en sectores distintos al extractivo podría incluir:
- Guías de análisis de riesgos e impactos.
- Guías de seguridad.
- Compromiso de no pago de extorsión.
- Guías de Derechos Humanos y transparencia.
- Promoción a la seguridad de la labor sindical.
- Compromisos concretos para los gobiernos que hagan parte del proceso.
