Documents submitted by the government to parliament show that 69 foreign workers in Japan under the Technical Trainee Internship Programme (TITP) died between 2015 and 2017. Six of the deaths were suicides. The government has refused to provide more than the barest of details, but it appears that the majority of the deaths were either during work or work related. The rate of accidents and deaths in the workplace is far higher for foreign workers than for Japanese workers. 

The government has recently rammed through parliament a bill that will expand dramatically the intake of foreign labour in the country. Concerns remain high that foreign workers will be vulnerable to exploitation and other abuse, like the TITP.
