Technical Expert at the International Labour Organization

This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

The Sustaining Competitive and Responsible Enterprises (SCORE) programme (www.ilo.org/score) is a global technical cooperation programme developed by the International Labour Organization (ILO) and funded by NORAD and SECO* to support Small and Medium Sized Enterprises' development and create decent work. SCORE is a global training and in-factory consulting programme to increase the productivity of small to medium-sized enterprises (SMEs) while promoting good working conditions, constructive labour-management relations and respect for workers' rights. The programme´s approach focuses on the belief that good management and improved labour practices lead to higher productivity and better competitiveness. The programme demonstrates best international practice in manufacturing and service sectors and helps SMEs to participate in local and global supply chains. The Programme is a response to the 2007 ILO International Labour Conference Conclusions on Sustainable Enterprises and key pillar in the Enterprises Department's operational strategy. SCORE has five training modules that focus on developing cooperative relations in the workplace. Workers and managers participate together in classroom training sessions on workplace cooperation, quality management, human resource management, and occupational health and safety. Local experts are trained on the methodology and follow up on-site to help the enterprise to implement the training.

During the first phase (2009 - 2013), SCORE has been active in 7 countries (China, Colombia, Ghana, India, Indonesia, South Africa and Vietnam), working in over 280 SMEs, improving the working conditions of some 54.000 workers. Since 2013, SCORE has entered into a second phase (2013 - 2017) aiming at strengthening the capacity of partners such as industry associations to market SCORE, create a network of service providers to deliver training and advisory services and promote responsible workplace practices at the local, national and global level. Covering initially only Colombia, during the second phase, SCORE expands to Peru, (based on a Canadian funded project "Productivity and Safety and Health in the Agro-industry in Peru"), and Bolivia (based on a NORAD funded project aiming at improving social dialogue at workplace and sectorial / national levels) (www.ilo.org/lima).

In this context of sub-regional expansion in three countries, a new position of International Technical Expert, located in the Decent Work Team for the Andean Region (DWT/CO Lima) has been created for this second phase.

The International Expert will be part of the Decent Work Team for the Andean Region (DWT/CO Lima), under the overall responsibility and guidance of the DWT/CO Lima Director. The expert will be under the technical supervision of the Senior Enterprise Specialist of the DWT/CO Lima and work in close coordination with the SCORE national coordinators and the SCORE team in Headquarters, Geneva.
