China's aim for carbon neutrality may drive clean energy investments in "belt and road" countries

Chinese President Xi Jinping announced before the UN General Assembly, via videolink, that China will aim to hit peak emissions before 2030 and for carbon neutrality by 2060. China's commitment is seen to drive investment into clean energy in belt and road countries. However, the policy "must be implemented in such a way that they do not mask other state goals such as the collection of data about individuals and the administrative reordering and relocations of border area populations".
