Indonesia: After Bekasi floods, officials investigate environmental degradation allegedly linked to residential projects near upstream river

On 4 March 2025, the Bekasi City Regional Disaster Management Agency (BPBD) recorded a total of 20 flooded areas in Bekasi city and Bekasi regent, West Java - Indonesia, caused by heavy rainfall since 3 March, combined with water overflow from upstream rivers. Bekasi City's Mayor, Tri Adhianto, stated that approximately 61,000 residents were affected by the flood, and most of them were being evacuated to a safer location.

The suspected root of the disaster pointed to upstream environmental degradation that triggered the overflow of the Bekasi River, which triggered the Indonesian Environmental Control Agency to launch an investigation into several housing projects adjacent to the upper reach of the Bekasi river.

On 13 March 2025, one week after the Bekasi flood, the Environment Ministry of Indonesia (Kementrian Lingkungan Hidup) sealed off the Chardonnay Cluster - a real estate project co-owned by PT Sentul City Tbk, and Citra Gelora Raya (Ciputra Group) – for allegedly failing to manage surface runoff, which carried sediment into the Cikeas river basin.

The Ministry also alleges that Summarecon Agung Tbk. –the developer of Alderwood's residential project in Sukaraja subdistrict (Bogor) –has failed to install sediment traps and bio-pores, leading to sediment buildup in the Ciangsana River.
