Latin America: Publication analyses impacts by Chinese investments in commerce, banking & finances and commodities

In spite of the Chinese economic decrease in the past years, this country continues being one with the biggest growth globally and its influence in Latin America keeps expanding…The Chinese policy towards Latin America is based on strengthening commerce, investments and finances…According to authorities of the Popular Republic of China, this country counts on over 2,000 companies in this region and its accumulated investment reaches “217,150 million USD; that is 15,3 percent of the total Chinese foreign investment… Reduction of China economic growth in the past years and specially, fall of prices in international markets for commodities exported from Latin America, have impacted the economy of countries in this region and framed a recession scenario, that favour commercial relationships based in the market logics to deepen.  Latin America continues being an interesting region for China in terms of strategic resources, new consumers; these are advantages for the extraction of raw materials that result in incentives offered by governments in several countries, as well as the erosion of asset prices. This goes parallel to a privatisation wave attracting investors…In this regard, without abandoning an analysis on the geopolitical and economic changes intrinsic to capitalism and the production and accumulation system being reorganised at a global scale, this bulletin seeks to provide information and analysis, from the South American countries, on those dynamics and scenarios related to the Chinese presence in Latin America and, in particular, on the relationships established from China state banks to public investments in this region….
