Posts and Telecommunications Department (PTD) director U Than Htun Aung said the government has no plans to tell operators to shut down the internet…While U Than Htun Aung says another shutdown is not on the cards, the government retains the right to suspend telecoms services in certain situations, and has published no detailed criteria on what could bring about such a decision…

According to MCRB’s (Myanmar Centre for Responsible Business) ICT sector-wide impact assessment…internet or mobile shutdowns impact freedom of association, and “often precede further human rights violations”…

The lack of a clear legal framework in Myanmar puts mobile operators and internet service providers at “substantial risk of being ordered to shutdown networks or services without clear legal justification, impacting their responsibility to respect human rights such as freedom of expression”, the report said…
