« Statoil devient le premier groupe pétrolier à révèler les royalties qu'il paie aux gouvernements », 24 mars 2015

…Dans un rapport de 35 pages sobrement intitulé « 2014 - Paiements aux gouvernements », Statoil révèle les fonds transférés à tous les pays où il a été actif en 2014…Dans les remarques introductives, Statoil se félicite des initiatives censées renforcer la législation sur la transparence des revenus, mais ajoute qu'il serait bon de mettre en place des normes mondiales à ce sujet. Le rapport mentionne que la directive de l'UE sur la transparence oblige les États membres et les pays de l'EEE à appliquer la législation adéquate au plus tard pour l'année financière qui commence le 1er janvier 2016…La publication des paiements effectués par les grandes entreprises aux gouvernements…permet également de vérifier si les entreprises payent réellement des taxes dans les pays où elles opèrent. Dans un communiqué de presse, ONE, organisation de campagne et de plaidoyer…se félicite de la publication de ce rapport par Statoil…

Disclosure of payments can help ensure natural resource revenue benefit local population, says Oxfam

Statoil’s leadership shows that companies can publish their payments without harming their competitive edge and at little cost. This reality runs in the face of companies who claim they’ll lose their competitive edge if they are transparent...Shining a light on these payments would help these people overcome the “resource curse” and ensure that natural resource revenues actually benefit the countries where they’re developed...

Greater transparency will enable citizens to monitor payments worth hundreds of billions of dollars each year, and hold their governments to account for how the money is used...Manuel Pembele Mfulutoma, head of the civil society organisation Adjudeca which works with communities in Zaire province, said: "Zaire has natural wealth in abundance yet its citizens live in deep poverty. Project-level transparency will allow us to track these massive payments and ensure that they are used how they should be - to improve living conditions for the Angolan people."..
