By the present petition (the "Petition"), the International Commission of Jurists (the "ICJ") seeks leave from the Arbitral Tribunal to file a written submission as a non-disputing party in the above-referenced arbitration. The ICJ believes that this arbitration raises important issues of a public nature that may have repercussions well beyond the Parties to the dispute.
