WHEREAS, in the case of UTKAL, various independent and reliable reports indicate that the vulnerable people who will be affected by the project were allegedly neither adequately informed nor consulted,... WHEREAS,...the Indian-based NGO People's Union for Civil Liberties has reported that Indian authorities have created a climate of fear surrounding the UTKAL project and intimated the local population with show of force... BE IT RESOLVED, that...Alcan sponsors an independent advisory committee to work in Kashipur in order to issue recommendations on improving UTKAL's impact assessment...as well as community relations with a view to strengthening the acceptance needed for the social licensing of the project...
