On 24 June 2008, a representative of the SRSG addressed the 7th Inter-Committee Meeting of the United Nations’ Human Rights Treaty Bodies. The representative led a discussion on the conceptual and policy framework presented by the SRSG in his 2008 report to the Human Rights Council, and recently welcomed by the Council. The attached Background Note was distributed to participants – it briefly explains the framework; describes the SRSG’s work relating to the Treaty Bodies to date; and provides some suggestions on how the framework may relate to the work of the Treaty Bodies moving forward. Following the presentation by the SRSG’s representative, some 15 participants took the floor, discussing concepts ranging from extraterritorial jurisdiction exercised by home states to the human rights impacts of trade and investment agreements. The SRSG hopes to continue regular interaction with the Treaty Bodies over the next three years, as the mandate works towards operationalizing the framework.
