It's time for Google, Yahoo, and Microsoft to simply come together and agree on a uniform strategy of disclosure, focused on the number and nature of government requests for user information and censorship. If this information were made public to investors and customers on a regular basis, it would allow investors and users to decide whether this is a corporate issue or a government policy issue and assign blame in a more appropriate way. It would also be a service to the broader community if they would disclose the words and topics which are problematic. The press and blogs usually seem to get to this, but there is no reason for this to be a secret which only the government benefits from. Systematic disclosure would also provide a basis for discussions about an industry standard.
