My biggest concern is whether the authorities are even concerned about this... they are aware of it...

Most migrant workers simply don't know that such regulations exist and that they are readily and freely accessible. This information, together with the Qatar Labour Law, should be shared with them starting from their home country and again upon arrival and periodically throughout their time here.
