Research Analyst at Office of the Compliance Advisor Ombudsman (CAO)

Background/General Description: 

The Office of the Compliance Advisor Ombudsman (CAO) is the independent recourse mechanism for the private sector arms of the World Bank Group—the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA). Reporting directly to the President of the World Bank Group, the CAO responds to complaints from people affected by IFC/MIGA supported projects in a manner that is fair, objective, and constructive with the aim of improving social and environmental outcomes on the ground and fostering greater public accountability of IFC and MIGA. 

The CAO has three roles:

Dispute Resolution: Working to identify the causes of conflict and helping parties resolve concerns using practical and innovative approaches to dispute resolution 

Compliance: Overseeing compliance investigations of IFC’s/MIGA’s social and environmental performance, both on systemic issues and in relation to projects that raise substantial social and/or environmental concerns 

Advisory: Providing independent advice and feeding CAO case lessons to the World Bank Group President and senior management of IFC/MIGA (The Advisory Role)

CAO’s growing body of cases has generated growing demand for highlighting and demonstrating the lessons it has learned through its casework over the past 15 years. CAO’s Advisory role is critical in this work as it is tasked with analyzing CAO case trends, overseeing its monitoring and evaluation, and providing lessons and advice to IFC/MIGA, civil society, and the private sector accountability realm. 

The Research Analyst position will support CAO Advisory in its work, and help to continue to develop a growing set of products for effectively communicating and delivering lessons from CAO work. 

The Research Analyst position is based in Washington, D.C., and reports to the head of CAO Advisory.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
