Sri Lanka: Port City Colombo built by China Communications Construction Co. allegedly damages coastline and impact livelihoods of 80,000 households dependent on fishing

CCCC, Belt and Road’s biggest builder, is besieged by allegations of fraud, corruption, and environmental damage. Only the sink remains along what was once an outer wall of Fernando’s seafront home on the west coast of Sri Lanka…Part of his thatched-roof house…suddenly washed away last year. The dredger he blames… Waves used to wash sand in, he says, but now they only wash it out, tearing away the shoreline—a charge government officials deny…The sand is being dumped along the coast of Colombo’s business district…It’s the foundation of a development known as Port City Colombo being built by China Communications Construction Co., or CCCC…The project is part of China’s Belt and Road Initiative

The biggest cost so far is the environmental damage along a 175-mile stretch of coastline north and south of Colombo and the impact on 80,000 households that make a living from the sea. Sri Lanka’s Environmental Foundation warned two years ago that building Port City would have a “severe and highly detrimental” impact on the coastline, causing erosion and affecting marine biodiversity, fishery stocks, and breeding sites. Government officials issued a 421-page environmental impact assessment before the project was restarted, stating that studies “clearly establish” that it won’t cause erosion…

A hunger strike by fishermen in 2016 resulted in an agreement forcing the dredgers farther offshore…Travel up the coast and you hear fishermen talk about a 20 percent decline in catch and hardships that threaten to wipe them out. “Our future is now being destroyed,” says Aruna Roshantha Fernando, the president of the All Ceylon Fisher-folk Trade Union and a leader of the hunger strike…

Sri Lanka: Chinese-funded Hambantota port project suspended after domestic opposition over land rights concerns

China will delay a planned $1.1 billion investment in a port...until Sri Lanka clears legal and political obstacles to a related project…After signing an agreement last December, state-run China Merchants Port Holdings had been expected to buy an 80 percent stake in the southern port before an initial target date of Jan. 7. Beijing also has a separate understanding with Colombo to develop a 15,000-acre industrial zone in the same area...But Colombo's plans to sell the stake and acquire land for the industrial zone have run into stiff domestic opposition, backed by trade unions and former President Mahinda Rajapaksa. A legislator close to Rajapaksa is also challenging the government's plans in court. Now Beijing [is]...saying it would hold off on both until Colombo resolved domestic issues…The terms did not go down well with port trade unions, which have asked the government to reduce the Chinese stake to 65 percent and lease period to 50 years. Hundreds of protesters clashed with police in January when a demonstration against the planned industrial zone turned violent.

Violent Protests Against Chinese 'Colony' In Sri Lanka Rage On

...Earlier today, as the ceremonial first brick of what has now been dubbed the Southern Industrial Zone was laid in Hambantota, the place erupted in violet protests which left more than ten people hospitalized and many others incarcerated...

The main reasons for the protests against the impending Chinese handover was the perceived loss of autonomy to a foreign power as well as the potential land grab that could be necessary to build the 15,000-acre industrial zone...

Meanwhile, the Ceylon Ports General Employees Union have been protesting the impending 99-year lease of the lion's share of the Hambantota deep sea port to the China Merchants Ports Holding Company by wearing black armbands while they worked in the ports of Hambantota, Galle, and Trincomalee.

As of now, Sri Lanka has only inked a framework agreement with China in regards to the lease of the port and the land for the industrial zone. While this agreement was expected to be signed into formal policy today, January 7th, the public reaction against it has caused Sri Lanka to step back and re-evaluate the deal. To these ends, a government committee has been created whose job it will be to re-negotiate the agreement with China and devise a final plan by the end of the month...
