Informe del Prof. Antonio Cassese sobre Responsabilidad Corporativa por Complicidad Financiera (Prof. Antonio Cassese’s Report on Corporate Responsibility for Financial Complicity) [Chile]

En 1977 el profesor Antonio Cassese fue nombrado por la Comisión Derechos Humanos de Naciones Unidas como Relator Especial con el mandato específico de evaluar la relación que existía entre la ayuda financiera recibida por el régimen de Pinochet y las violaciones de derechos humanos que la población de Chile estaba experimentando entonces…Es notable la contribución que ese informe puede implicar en el debate actual en torno a la responsabilidad corporativa por complicidad, especialmente la financiera, por eso hemos considerado que su difusión sería algo útil. [El informe en inglés consta de cuatro capítulos: I. The Economic policy of the Government of Chile and its impact on human Rights with specific effects on the rights to work, to adequate food, to health, to housing and to education; II. Nature and impact of foreign economic assistance to Chile: A-General overview; B-Economic Assistance for States; C- Economic Assistance from Intergovernmental organisations; D- Economic Assistance from private entities. Concluding Observations]…It is apparent from the sources available to the Rapporteur that, on the whole, the economic and social situation in Chile has steadily deteriorated from September 1973; this deterioration reached its peak in late 1974 and early 1975…Since then, the economic situation has been recovering…[but] it has not been accompanied by a corresponding improvement in the social field…
