Fidel Heras Cruz was murdered on January 23th 2021. The body was found inside his truck, in the La Esperanza Community (Santiago Jamiltepec) and had shooting signs. He was the president of the Common Land Commissariat of Paso de la Reyna and had received a life threatening letter in its headquarters two days before the murdering. Fidel was also known due to his role as a land rights defender in the context of the Hydro Projects Paso de la Reina and Río Verde. Since 2019, the municipal president of Santiago Jamiltepec, Celia Rivas Márquez, has insisted on entering the Río Verde to extract stone material. The community initially was against it and, then, was forced to sign an agreement. However, due to the lack of compliance with the agreement, on several occasions the community refused to continue with the exploitation. The authorities of Paso de la Reina stated that "on Sunday, January 17, 2021 an assembly of common land people was held, where Fidel Heras presented a report on the situation of the exploitation of the stone material and the progress of the construction of the building that will house the headquarters of the commissariat, where it was agreed to invest the resources from the extraction”. Local organizations believe that it was a crime motivated by political reasons.
