Japan: Revised Industrial Safety and Health Act adds freelancers as workers protected from workplace accidents

The revised Industrial Safety and Health Act, which adds freelancers as workers protected from workplace accidents, has been passed and enacted.

Companies will be required to report any work-related deaths or injuries to the Labour Standards Inspection Office, and to conduct stress checks to prevent mental disorders, etc. Until now, stress checks were a voluntary obligation for companies with fewer than 50 employees.

Another new system allowing freelancers to voluntarily enroll in workers’ compensation insurance was launched in November 2024.

The main parts of the revised law will come into effect in April 2026.
