On 24 November, the European Parliament adopted a resolution on the situation of human rights in Qatar. It stated that the tournament should not be awarded to countries with a record of human rights violations, what it called "sportswashing". It also called on European countries with large football leagues to exert pressure on both the UEFA and FIFA to reform FIFA.

Additionally, it called on Qatar to launch an investigation into the deaths of migrant workers. The resolution backed the remedy fund to migrant workers and their families who have lost their lives in Qatar, and for other human rights abuses.
