Daikin Industries has acknowledged that employees at its Yodogawa Plant in Settsu City, Osaka Prefecture, were exposed to high concentrations of PFOA. The blood concentration detected were between 500 and 50,000 times the national average published by the government.

In 2020, groundwater near the Yodogawa Plant was found to contain the highest PFOA levels in Japan, according to a nationwide survey conducted by the Ministry of the Environment.

In April 2025, a research team consisting of Kyoto University researchers and volunteer physicians published a paper in the occupational health journal Industrial Health, reporting that three workers at a PFOA plant exhibited symptoms of interstitial lung disease, which causes reduced respiratory function. The common factors among the three were extremely high PFOA blood concentrations and work experience in PFOA production at Daikin’s Yodogawa Plant.

In the United States, Daikin was sued by residents and a water utility over PFOA contamination, and in 2018 the company agreed to a settlement of USD 4 million (approximately JPY 440 million). The funds were also used to cover costs of removing PFOA from drinking water.
