British Petroleum (bp) response to LNG Tangguh Project

bp has operated the Tangguh LNG facility in Teluk Bintuni, Papua Barat, since 2009, holding a 40.22% share. The site comprises three LNG trains, with no plans for a fourth. We are also developing the Ubadari gas field, including an onshore compression facility and Indonesia’s first large-scale CCUS project.

Forests and Mangroves

We follow responsible forest management practices in and around the Tangguh project and rehabilitation practices across Papua Barat. Of the 3,380 hectares allocated by the Indonesian Government in 2004, only ~650 hectares are used for Trains 1–3, including 8 hectares of mangroves. We aim to avoid and minimize impacts on sensitive areas.

To date, Tangguh has rehabilitated over 1,320 hectares of forest—mostly mangroves—more than twice the land used for operations. Our next phase of our forest rehabilitation plan is expected to expand the total rehabilitated area to 6,984 hectares. These efforts have been recognized by the Indonesian Government, including the Minister of Environment and Forestry.

Methane Emissions

bp applies advanced monitoring and control systems at Tangguh, including Leak Detection and Repair (LDAR) programs, predictive emissions monitoring on gas turbines, and drone-based top-down surveys across all facilities.

Tanguuh data is reported to the Government of Indonesia. While bp’s global methane emissions rose in 2023 due to flaring during maintenance, we remain focused on reductions through technology upgrades, operational efficiency, and adherence to international standards.

Commitment to Local and Indigenous Communities

Development of the onshore plant required land acquisition and resettlement under a Land Acquisition and Resettlement Action Plan (LARAP) aligned with Indonesian regulations and IFC Performance Standards:

  • Communities were informed, involved, and consented from the outset.
  • New villages provided improved housing, clean water, electricity, and roads.
  • Livelihood restoration programs supported agriculture, fisheries, and skills training.
  • Cultural heritage was respected, and grievance mechanisms established.

In total, 127 households were resettled, and commitments made under the LARAP have been fulfilled.
