Ukraine: Russian Rosatom's complicity in occupation, torture, humanitarian law & nuclear safety breaches at Zaporizhzhia NPP and in city of Enerhodar; incl. co. non-response
Russia’s occupation of Enerhodar and the Zaporizhzhia Nuclear Power Plant (ZNPP) since March 2022 has resulted in widespread human rights abuses, violations of international law, and serious nuclear safety risks. Russian forces replaced Ukrainian governance in Enerhodar with parallel administrative structures and violently suppressed civilian resistance.
According to an investigation by Truth Hounds, Rosatom, Russia’s state nuclear corporation, has played a central role in the occupation, using its administrative and financial structures to consolidate control, suppress dissent, and compromise nuclear safety by pressuring plant personnel and integrating its governance model into the occupied territory.
The authors of the investigation found that over 226 residents of Enerhodar and ZNPP employees were unlawfully detained, many subjected to torture and inhuman treatment.
Business & Human Rights Resource Centre invited Rosatom to respond. The company did not.
