A report by Comply or Close revealed that, despite an overall decrease in emission levels in 2024, coal power plants in the Western Balkans still exceeded legal limits for SO₂, dust, and NOₓ emissions. The report also highlights that five coal power plants have been operating illegally since as early as 2020 and 2022.

The Business & Human Rights Resource Centre invited Elektroprivreda Bosne i Hercegovine, Elektroprivreda Srbije, Elektrani na Severna Makedonija, Elektroprivreda Crne Gore, and Ugljevik to respond. None of the companies provided a response.
