Broken down by residence status, the rates were higher for "technical intern trainees" at 3.98 and for "specified skilled workers" at 3.91.
By type of industry, 2,979 foreign workers were killed or injured in manufacturing, 1,165 in construction, and 476 in commerce.
The Ministry of Health, Labour and Welfare stated, "Accidents appear to be occurring due to inexperience, language problems and lack of communication. We would like companies to thoroughly educate workers on safety using educational materials, and to clearly communicate dangers at work using illustrations, etc."
