On October 11, indigenous activist Benicio Flor Belalcázar was killed while traveling with his wife to the city of Suárez in the department of Cauca. Mr. Belalcázar was a leader in the protection of freshwater basins in his territory, and worked on community agriculture initiatives. Mr. Belalcázar was also the father of Eider Flor, indigenous leader of the council Cerro Tijeras and a member of the working team that worked to ensure compliance with court order T462A, in which the Constitutional Court ordered EPSA to carry out the prior consultation and develop an environmental management plan for the Salvajina hydroelectric dam.
