Fair recruitment: FairSquare publish recommendations on roles for destination & origin govts.; incl. study of five migration corridors

In July 2021, FairSquare published research from The Five Corridors Project, which aims to address a research gap regarding the role of governments in enforcing fair recruitment. At a webinar launch discussion, Director James Lynch described how the research seeks to set out a “blueprint” for the role of governments in fair recruitment, in complementarity to the research done by civil society in this area.

The five migration corridors covered in the report are:

  • Myanmar to Thailand
  • Nepal to Kuwait
  • Nepal to Qatar
  • Philippines to Taiwan
  • Mexico to Canada

The research tests 44 indicators in all five corridors reflecting areas of government policy and performance including freedom of association, recruiter licensing and grievance mechanisms. The majority of the indicators were drawn from the ILO Guiding Principles and Operational Guidelines on fair recruitment, and align with the IOM’s Montreal Recommendations.

The research developed seven key recommendations to destination states specifically, to origin states specifically, and to both destination and origin states.

On 14 July, FairSquare issued two statements (below) on how Taiwan and the Philippines can incentivise fair recruitment. Later in July they issued two press releases with findings and recommendations to the governments of Nepal, Kuwait and Qatar.
