“In Vietnamese Company, 5,000 Strike as Chinese Coworkers Return from Holiday”, 18 February 2020

As the novel coronavirus (COVID-19) epidemic continues in China and its immediate neighbors, an estimated 5,000 workers at a stuffed-animal manufacturer in Vietnam… staged a rare strike for three days on concerns that several of their Chinese coworkers were not being properly quarantined.

Vietnamese workers at the JY Ha Nam Company in Ha Nam province said that the five or six manufacturing specialists who returned to Vietnam from China… were not required to be quarantined for 14 days as mandated by the Vietnamese health ministry.

The strike ended… when the company’s leader met with the workers to confirm that the specialists would be quarantined for the mandated 14-day period. Workers said they would return to work…

 “The first group of Chinese workers who returned to Vietnam… are in stable condition now, but we want the ones who have returned over the past few days to also be quarantined,” a Vietnamese worker who requested anonymity told RFA’s Vietnamese Service prior to the strike being resolved.

“[The Chinese workers] should not have [physical contact] with Vietnamese workers,” the source said.

An official of the local government denied that a strike was occurring. Nguyen Van Khanh, of Ha Nam’s Thanh Liem district said that many of the workers were simply banding together to inquire if the specialists would be allowed to work without being quarantined.

But several Vietnamese workers pointed out that the previous group of returning Chinese workers were already working, so such an inquiry would make little sense.

The company began firing striking workers… the first day of the strike, but the workers refused to end the strike until their demands were met…

The quality of the construction work of Huo Shen Shan Hospital has raised widespread concerns. Besides, there are rumours claiming that construction workers suffer from wage arrears and inadequate provision of masks, resources and drinking water. According to a report published by Farmers’ Daily, which has been removed, the salary payments of more than ten migrant workers have been delayed.

A reporter from Farmers’ Daily visited the temporary construction site outside Huo Shen Shan Hospital. Some workers told the reporter that they were recruited through contractors and their salaries were to be calculated on a daily basis… A worker called Tang Bin said that the contractor did not pay any salary after the first day of work, and the problem had remained for 3 days.

“China’s facial-recognition giant says it can crack masked faces during the coronavirus”, 18 February 2020

In unwelcome news for protesters everywhere, some Chinese artificial-intelligence companies are announcing their technology can now identify people even when they’re wearing face masks, as part of their efforts to adapt to the continuing coronavirus outbreak.

China’s SenseTime… said… that it was rolling out a facial-recognition product that incorporates thermal imaging cameras to help spot people with elevated temperatures, and send pop-up alerts to users of the software… it can also detect those who are not wearing masks in public places. Meanwhile, for building access control, its software can identify people even while they’re wearing masks with a “high accuracy,” said the release, as well as flag people who aren’t wearing the protective coverings and require them to wear a mask to gain access to a building…

SenseTime told Quartz its fever-detection system was in use in three public places. Meanwhile, as employees who have been working at home begin returning to offices, allowing employees wearing masks to be identified and enter will be vital for office buildings in coming weeks, it said…

Separately, a subsidiary of South Korean electronics giant LG said last week that it had collaborated with SenseTime to install a building access system at its Seoul offices that is able to identify employees in 0.3 seconds with 99% accuracy even if they are using medical masks, glasses, and make-up.

“Malaysian Belt and Road project tells some staff to work from home in China's Wuhan”, 18 February 2020

The contractor for a Malaysian rail project that is part of China’s ‘Belt and Road’ initiative has advised some Chinese staff to work remotely while a coronavirus outbreak delays their return from holidays, a company official said…

Malaysia has barred the return of 13 managerial staff on the $11-billion East Coast Rail Link (ECRL) after they returned to China’s central province of Hubei, the epicentre of the outbreak, during their Lunar New Year holidays.

Bai Yinzhan, managing director of contractor CCC-ECRL, the Malaysian unit of China Communications Construction, said the affected staff would work out of their homes in Wuhan, the provincial capital, during Malaysia’s temporary ban.

“They can work from home,” Bai told a news briefing. “There has not been a major impact on the work. We can use network video platforms to continue communicating.”

Nearly 200 Chinese staff, who also went back for the annual holiday, are now back at work following 14 days of self quarantine at base camps in Malaysia, said Darwis Abdul Razak, chief executive of project owner Malaysia Rail Link…
