Japan: CSOs request Ministry to require infrastructure projects in Myanmar to establish system for information disclosure & human rights consideration after loss of billions of yen

"市民グループが国土交通省に、都市開発事業支援機構(JOIN)に情報公開と人権配慮に関する制度整備を求める要請文を発表," 22 August 2024

[Unofficial description by Business & Human Rights Resource Centre]

Following the announcement of huge losses by the Japan Overseas Infrastructure Investment Corporation for Transport & Urban Development (JOIN), an organisation under the Ministry of Land, Infrastructure, Transport and Tourism, five organisations - AYUS International Buddhist Cooperation Network, international environmental NGO Friends of the Earth Japan, Japan International Volunteer Center (JVC), Network Against Arms Trade (NAJAT), and Mekong Watch - have submitted a request letter to the Ministry of Land, Infrastructure, Transport and Tourism and the Committee on Overseas Infrastructure in Transport & Urban Development established by the ministry, calling for the establishment of a system for information disclosure and human rights consideration by JOIN.

Of the losses announced, 17.9 billion yen was for three urban development projects in Myanmar. In particular, one of the projects, commonly known as the "Y Complex Project," is a project to build and operate a large-scale complex real estate on the site of a former military museum. Since the land rent is paid to the Office of the Quartermaster General, we have been questioning this project since before the coup, as it benefits the Myanmar military, which continues to commit atrocities against civilians in Myanmar. For more information, please see the request letter.
