Since 1997, Aguas del Illimani [part of Suez] has provided...an average annual [water] connection rate almost three times higher than under public management before the utility contract was signed...Water rates...have not increased since 1997... In reaction to...demonstrations [calling for re-nationalisation of water provision], President Mesa has published a decree requiring that the public authorities cancel Aguas del Illimani's contract. The authorities in question have yet to define the procedure they intend to use.
