After the UN Guiding Principles on Business and Human Rights were endorsed by the UN Human Rights Council in 2011, each country was requested to develop a National Action Plan (NAP) to implement the Guiding Principles. In Japan, NAP (2020-2025) was published in 2020. The NAP is scheduled to be revised in 2025.

In recent years, civil society groups particularly those involved in the formulation of the NAP have been working to address the government's emphasis on output-based indicators by proposing outcome-based indicators. These proposed indicators aim to measure the impact of NAP initiatives, specifically how these efforts have brought about changes in society and to what extent the human rights of rights holders have been protected.
