Cambodia: Fashion brands' response to agreement on collectively bargained wages
In May 2024, IndustriALL announced it was signing individual agreements on wages with global brands sourcing from Cambodia, under what it refers to as the Agreement to Support Collectively Bargained Wages in the Garment, Textile, Footwear, and Travel Goods Industry in Cambodia (hereafter, the Agreement).
The agreement, part of the ACT programme in Cambodia, sets out how brands and retailers will support the implementation of collective bargaining agreements at factory level which in turn aims to improve wages and working conditions for workers, stabilise industrial relations and strengthen alignment with international expectations on labour rights due diligence.
In June 2025, Business & Human Rights Resource Centre reached out to 16 brands (adidas, Levis, Lululemon, Inditex, Next, VF Corp, Gap, Ralph Lauren, Puma, Nike, Fast Retailing, Amer Sports, American Eagle Outfitters, Asics, Mizuno and Marks & Spencer) sourcing from Cambodia to ask:
- If they intended to sign the agreement.
- If Yes, to provide further information on their timeframe for signing the agreement.
- If No any explanation or further information as to the decision made.
Out of the 16 brands we reached out to, 13 brands (adidas, Lululemon, Inditex, Next, VF Corp, Gap, Puma, Nike, Fast Retailing, Amer Sports, Asics, Mizuno and Marks& Spencer) responded. Ralph Lauren declined to respond. American Eagle Outfitters and Levi did not respond.
All brands that responded indicated they had not committed to the Agreement. Two (Nike and Amer Sports) stated they were reviewing the agreement.
