"Eurojust uncovers Russian hacker group linked to IT company created by Putin", 17 July 2025
Eurojust has neutralized the hacker group NoName057(16), responsible for numerous DDoS attacks on critical infrastructure across Europe, the agency said in a statement.
The EU authorities have issued seven arrest warrants and released the details of five suspects. As the Agency has found out , all of them are Russian citizens.
Two of them, Mikhail Burlakov and Maxim Lupin, are the heads of the IT structure "Center for the Study and Network Monitoring of Youth" (CSM), founded on the orders of Vladimir Putin to "protect young people from destructive content." The authorities have already allocated at least 2 billion rubles to the center. As Meduza wrote , the center is engaged in surveillance of teenagers on the Internet.
Burlakov is described on the Europol website as "one of the key members of the NoName057(16) group": under the pseudonym darkklogo, he held a leadership position in the group and made decisions on developing software for carrying out attacks, as well as paying for the rent of illegal servers...
Europol suspects Lupina of running an illegal online trading platform. Since the mid-2010s, he has worked as a cybersecurity specialist for the pro-government war veterans' organization "Combat Brotherhood" and as a project manager for ZephyrLab, a company that makes websites for federal ministries.
Another key member of the Europol group was 21-year-old Olga Evstratova. According to the intelligence service, she was engaged in optimizing software for DdoSia attacks under the pseudonym "olechochek"...
Europol is also looking for 45-year-old Andrey Abrosimov and 48-year-old Andrey Muravyov...As Muravyov wrote in his Telegram channel, the reason for his search was the logo and stickers he drew for the "patriotic channel" NoName057 (16). However, the channel's manifesto states that it is run by a hacker group of the same name, whose goal is to fight the West.
