Juan Villegas Mejía was allegedly arrested by two ministerial agents and transferred to the Barrientos prison in the state of Mexico on June 25. He was an Otomí leader known to oppose to the construction of the Toluca-Naucalpan highway. There is an alleged history of conflict with Grupo Higa as the highway is opposed my indigenous communities for potential environmental harm and land rights issues.
