Uganda: Report alleges land rights violations, SGBV & attacks on HRDs related to Tilenga & Kingfisher oil sites & EACOP; incl. co. response

On 12 December 2024, International Federation for Human Rights (FIDH), Avocats Sans Frontières (ASF), and the Civic Response on Environment and Development (CRED) authored a report entitled "Heated: Human rights, frontline communities, and oil in Uganda". The report builds on earlier community-based impact assessments related to the Lake Albert oil extraction and development project in Uganda, which includes the Tilenga and Kingfisher oil extraction sites and the East African Crude Oil Pipeline (EACOP).

The report provides updates about allegations of human rights violations and environmental harm related to the project, including related to land rights, labour rights, and freedom of assembly, sexual and gender-based violence, and attacks on human rights defenders.

The Business and Human Rights Resource Centre invited TotalEnergies and CNOOC to respond. TotalEnergies shared responses from TotalEnergies, TotalEnergies EP, and EACOP shared with the report authors in December 2024, based on a preliminary version of the report. The responses were taken into account and discussed by the authors in the final report. These responses are available below. CNOOC did not respond.
